David Duchovny, my first love and a dog lover (because if you were at all a good X-Files fan back in the day, you know all about his dog Blue), does the voiceover for a Pedigree dog food commercial I see all the time that accomplishes two astounding things:
1. It kind of makes me want a dog (I am totally the type of person who would get a dog just because David Duchovny told me to), and
2. It makes me tear up. (It's a commercial for dog food, people!)
You can watch it here, and it goes like this:
[shots of adorable dogs gazing lovingly at the camera] "I know how to sit, how to fetch, and how to roll over. What I don't know is how I ended up in here." [Camera pulls back to reveal that adorable dogs are actually in cages looking sad. The horror!] "But I do know that I am a good dog...and I just want to go home. When you buy Pedigree, we make a donation to help shelter dogs find loving homes."
Pedigree also has a program on its website called Fetch-a-Name. Unfortunately, there is no match for "Rudy" in their database...but then again, neither is there one for "Biffle."

awwww, puppies! i love puppies!
Lucy and Scout are both in the Fetch-A-Name thing (Linus isn't), and Lucy is in the top five, with two of the four reasons we picked it (Lucille Ball, Lucy from Peanuts) as reasons why people like that name for their dog. Yay Lucy!
We also picked it for Lucy in Narnia, and Lucy Lawless (Xena).
This is in no way the definitively list of dog names, as it is also missing Boots, Rover, Sirius, but includes Evgren, Jaws, and Basil. BASIL?!?!? I suppose your neighbors must have already named their cat Cumin, and their bird "Italian Seasoning."
